A few days after the attack on September 27th, Navy Surgeon General Michael Cowan, new signal flags, “Charlie Papa: Steaming to Assist” were displayed throughout the Navy. General Cowan recognized the men and women of Navy Medicine as the first responders in providing aid and care for the thousands of injured survivors.
