The SECNAVINST 7320.10 series, Department of the Navy (DoN) Personal Property Policies and Procedures, defines three types of property, plant, and equipment (PP&E) for accounting and reporting reasons.

Considered important because of its historical, cultural, educational, or aesthetic value, or because of its architecture’s distinctive features Located in museums or registered with the Naval Historical Center or the Marine Corps Museums Branch, these artifacts are likely to be maintained for the foreseeable future.
What is stewardship land?
Not for General Purpose Land Acquisition (PP&E).
What is general PP&E?
Real property (land, buildings, and structures) and Personal Property (described below) are the two subcategories.
When it comes to General PP&E (also known as Garrison Property), personal property refers to objects that are utilized, but not consumed, in the production of goods or services in support of DoN’s purpose. Among Personal Properties are office supplies and equipment, industrial plant equipment, automobiles, material handling equipment, and data processing equipment (ADP). Also included are: government-provided equipment (GFE), leased assets, and military equipment
Things like inventory (such products meant for sale), operational materials and supplies, and real estate (like land, buildings, and structures) are not included in Personal Property. Neither are things of historical significance.
Personal property can be classified as Major, Minor, or Sub-Minor.
All of the following requirements must be met before it can be classified as capitalized personal property:
- Is worth at least $250,000 after deducting the cost of acquisition, book value, and, if applicable, fair market value
- A recovery duration of 24 months or more is anticipated for this condition.
- Does not have the aim of being sold or made accessible to DoN for use in its activities
- Rather, it has been purchased or created with the express purpose of being utilized by DoN in its operations.
Minor Personal Property
has an acquisition cost higher than $5,000 but less than $250,000. It also has an acquisition cost greater than $250,000.
Sub-Minor Personal Property
Any asset with an acquisition cost of $5,000 or less is considered Sub-Minor Personal Property.
How do you track Equipment Data in an MTF and DTF?
The Equipment Management Division deals with all incoming and outgoing equipment. As soon as the equipment has passed the safety tests, and equipment control number is issued and it is uploaded to the Defense Medical Logistics Standard Support (DMLSS) System. After these procedures are complete, a notification is sent to the client who ordered the equipment.
The signature of an authorized employee in the receiving department should be included on the purchase order as proof of accountability and acceptance of equipment. Records should be kept so that each piece of equipment can be traced back to its proper location and assigned owner at any given moment. There will be a custodian and a sub-custodian for each piece of inventory equipment.
What are the medical and dental equipments used in patient
data?
Patients’ privacy rights are granted by the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy Rule, which protects protected health information stored by covered companies. Every piece of departmental equipment that may include patient data (such as names, SSNs, diagnoses, or photographs) and be kept on some sort of media must be secured by HMs (Hard drives, Floppy Disk, etc.).
